Biofuels Policy in Limbo

چکیده
Philip Martin....................................9 Any game works better when the rules are enforced consis tently, whether it is the Superbowl or Monopoly around the kitchen table. If the referee is indecisive, then the players are uncertain about how to play and the game degenerates. Transportation fuel markets in the United States currently resemble a game with inconsistently enforced rules. The EPA plays the role of the referee. It is charged with implementing federal leg islation known as the Renewable Fuel Standard (RFS), which requires ambi tious quantities of biofuels such as ethanol and biodiesel to be blended into motor fuels. Until recently, the fuel industry was able meet the RFS mandate without too much difficulty. However, the mandate now requires more biofuel than the fuel industry can easily absorb, and the EPA has vacillated on whether it will enforce the standard. We are almost at the end of the year, and the EPA still has not told the industry how much biofuel it must use in 2014. This article explains how we got to this point and outlines the future pros pects for biofuels policy.

The 2009 Renewable Energy Directive mandates European Union member-states’ road transport fuel to comprise a minimum of 10% renewable content by 2020. This target is expected to be met predominantly from biofuels. However, scientific evidence is increasingly questioning the ability of biofuels to reduce greenhouse gas emissions when factors such as indirect land-use change are taken into consid...
متن کاملLIMBO: Scalable Clustering of Categorical Data
Clustering is a problem of great practical importance in numerous applications. The problem of clustering becomes more challenging when the data is categorical, that is, when there is no inherent distance measure between data values. We introduce LIMBO, a scalable hierarchical categorical clustering algorithm that builds on the Information Bottleneck (IB) framework for quantifying the relevant ...
متن کاملBiofuels in the long-run global energy supply mix for transportation.
Various policy instruments along with increasing oil prices have contributed to a sixfold increase in global biofuels production over the last decade (2000-2010). This rapid growth has proved controversial, however, and has raised concerns over potential conflicts with global food security and climate change mitigation. To address these concerns, policy support is now focused on advanced or sec...

Since the 1990s the European Union’s biofuels policy has espoused several aims: energy security, greenhouse gas (GHG) savings, technology export and rural development. On these various grounds, by 2007 the EU was moving towards statutory targets, i.e. to mandate larger markets for ‘renewable energy’ including biofuels. However, controversy erupted over harmful environmental and social effects, ...
